Local Law 126: parking structure inspections
Buildings with covered parking structures must have them inspected by a qualified engineer every six years, on a staggered borough schedule, and file a condition assessment.
What Local Law 126 requires
Local Law 126 of 2021 created a periodic inspection program (PIPS) for covered parking structures. A qualified professional engineer must assess the structure and file a report classifying conditions as Safe, Safe with Repair and/or Engineering Monitoring (SREM), or Unsafe. Open parking lots are not covered; enclosed and partially enclosed structures are.

Buildings with a parking structure, on a six-year cycle split into staggered sub-cycles by borough. Unsafe conditions require immediate protection and repair.
How to comply
- Determine whether your property includes a covered parking structure and your sub-cycle year.
- Retain a qualified PE to inspect and classify conditions.
- Repair Unsafe/SREM conditions on the required timeline.
- File the assessment with DOB.
