What DOB regulates
The Department of Buildings enforces the Construction Codes and Zoning Resolution: it issues construction permits, certificates of occupancy, and sign-offs, and it runs the safety programs behind most of the Local Laws owners deal with — facades (FISP), elevators, boilers, gas piping, parking structures, energy (LL97/84/87/88), and more.
